The Oyo State Government, through its Ministry for Investment, Trade, Cooperatives, and Industry has partnered with the Manufacturers Association of Nigeria (MAN) to sensitize its members on the proper payment of haulage fees.

The Commissioner for Investment, Trade, Cooperatives and Industry, Hon. Adeniyi Adebisi, who was represented by the Permanent Secretary of the Ministry, Mr. Olajide Okesade, led a high-level delegation on a courtesy visit to the MAN Secretariat in Jericho, Ibadan.

Adebisi explained that the purpose of the visit was to strengthen collaboration with (MAN) and chart a path for sustainable industrial growth and structured revenue reforms in Oyo State.

He emphasized the government’s commitment to building a resilient industrial ecosystem through strategic partnerships, infrastructural development, and support for Micro, Small, and Medium Enterprises (MSMEs).

The Commissioner highlighted key infrastructural strides under the leadership of Governor Seyi Makinde including improved road networks and ongoing upgrades at the Ibadan Airport- aimed at positioning the state as a leading investment hub in Nigeria.

He stated that the visit focused on promoting nano and small-scale industries and ensuring that value addition activities such as the production of Gari Oyo and turmeric are developed to a standard that makes them viable and export-worthy.

Mr. Adebisi maintained that the ministry recognized that MAN is well positioned to identify those producers engaged in these activities, adding that the government also expressed its readiness to sponsor such initiatives.

He noted that Oyo State is already working with the Nigerian Export Promotion Council (NEPC) and invites MAN to key into this collaboration.

He added that the present government led by Governor Makinde, has made it mandatory to prioritize the welfare of factory workers.

The Commissioner emphasized the importance of a two-way partnership between government and industry for shared development.

Speaking on taxation,he hinted that the Oyo State government is ready to engage manufacturers to ensure inclusive and fair policies.

He also sought for accurate data from manufacturers for direct communication with the right stakeholders, saying that a committee on Industrial Crisis Management has been established to address worker welfare in companies and industries.

Representing the MAN Chairman for Oyo, Osun, Ondo, and Ekiti States, Dr. Samuel Olawoyin, Mr. Sebastine Shuiabu expressed appreciation for the State Government’s industrial vision while noting the need for balanced policies that support growth.

MAN’s Executive Secretary, Mr. Nanzing Rimdan, assured the State of the association’s commitment to collaborating with the government to resolve infrastructure, financial, and regulatory challenges.

In another development, the ministry’s delegation also visited companies in the New Garage industrial axis.

This visit was aimed at sensitizing stakeholders on the haulage fee policy administered by the Ministry.

He explained that haulage fees on loading and offloading finished manufactured products, ranging between ₦400 and ₦6,500 depending on vehicle type, are mandatory for all goods transported in and out of Oyo State by articulated vehicles.

Though the policy has existed since the early 2000s, enforcement has been lax. The government is now addressing this through engagement and awareness. The message to companies and traders was that the levy is not a burden but a legitimate fee that contributes to state development. Companies were advised to inform customers using their own vehicles of this requirement.

The Ministry has received clearance from relevant authorities to begin enforcement, following this sensitization phase.

The delegation included officials from the Oyo State Board of Internal Revenue, Oyo State Road Transport Management Authority (OYRTMA), the Consultant on industry haulage matters and other stakeholders.

This engagement represents a major step toward aligning private sector cooperation with government policy for Oyo State’s economic progress.

…Reiterates Zero Tolerance for Indiscipline, Advocates Ethical Reawakening in the Public Sector

In a bold step towards institutional reform and capacity development, the Oyo State Government has reaffirmed its commitment to excellence, discipline, and professionalism within the civil service through a two-day induction program for newly converted and newly employed officers in the Department of Cooperatives.

Organized by the Ministry of Investment, Trade, Cooperatives and Industry, the program, held at the Ministry’s Conference Room in Ibadan, focused on instilling the core values, ethics, and standards expected of civil servants in a modern governance system. The induction concluded today, having delivered a rich blend of technical sessions, administrative reflections, and ethical training.

Declaring the program open, the Permanent Secretary of the Ministry, Mr. Olajide Mamud Okesade, charged the new officers to embrace integrity, punctuality, competence, civility, and bureaucratic discipline as the foundation of their service. He described the induction as a “scientific and intellectual nourishment” designed to prepare officers for the demanding expectations of public service.

“Your opinion and output must align with the rules—not your personal sentiment,” Mr. Okesade emphasized. He urged officers to be digitally literate, warning that any officer lacking basic computer skills is “gradually becoming obsolete in a digital world.”

The Permanent Secretary also gave strict guidance on civil service decorum, stressing the importance of appearance and adherence to work protocols. Drawing a compelling analogy, he likened the civil service to a computer system—structured, logical, and guided by input.

During the technical session, Mr. Tunde Adedoja, Director of Administration and Supplies, warned against unethical practices such as signing attendance for others, calling it a “gross misconduct.” He emphasized the importance of professionalism, confidentiality, and a commitment to duty. He conducted an impromptu assessment to reinforce participants’ understanding of the core values shared.

Mrs. Arinola Adedeji, Director of Cooperatives, gave a passionate and candid address, drawing from her own experiences in the service. She urged officers to shed the mentality of entitlement, favoritism, and unethical shortcuts. “Cooperative department is not a dumping ground for miscreants or a place to make quick money,” she warned. “Do your job diligently, and you will earn respect.”

She emphasized that proper orientation was necessitated by past cases of misconduct and indiscipline in the department, noting that the government would no longer tolerate unethical behavior or negligence. She added that retired directors were still being consulted as mentors because “you don’t buy experience—you earn it.”

Adding depth to the training, former Deputy Director of Cooperatives, Alhaji I.A. Adeyemo, delivered a session on “Conflict Resolution in the Management of Cooperative Entities – Today and Beyond.” His presentation explored internal dispute mechanisms, financial and electoral conflict prevention, and the relevance of the ICA’s global cooperative principles. Drawing from real-life examples, he reinforced the importance of transparent leadership and proactive conflict prevention strategies.

He also identified common areas of conflict in cooperative societies—ranging from mismanagement, financial irregularities, poor recordkeeping, to communication breakdown—and offered proven models for resolution, including the Thomas-Kilmann Conflict Mode Instrument (1976) which outlines five resolution styles: accommodation, avoidance, compromise, collaboration, and competition.

Another key lecture was delivered by Elder M.A. Oyekanmi, a retired Deputy Director, who spoke on “Inspection and Supervision of Cooperative Societies.” He highlighted the importance of regular inspections, statutory compliance, accountability, and the supervisory roles of officers in safeguarding public trust. Elder Oyekanmi underscored the need for thorough documentation, timely reporting, and adherence to the Cooperative Laws and Civil Service Rules to ensure efficient operations and member protection.

The program closed on a high note with heartfelt appreciation from Mr. Oniye Olubunmi, who commended the Commissioner, Honourable Adeniyi Adebisi, for his visionary support, as well as the Permanent Secretary, directors, facilitators, and organizing team. The event concluded with a closing prayer led by Mrs. Ojediran.

In a significant double-strike to strengthen agricultural transformation and cooperative governance, the Oyo State Government has launched export-ready value-added food products and inaugurated a new Board of Directors for the Association of Nigeria Cooperative Exporters (ANCE) Limited. The twin events signal a renewed drive by the Governor Seyi Makinde-led administration to boost agro-industrialization and expand the State’s footprint in regional and continental trade.

Honourable Commissioner for Investment, Trade, Cooperatives and Industry, Hon. Adeniyi Adebisi, led the launch held at the Ministry’s conference room in Ibadan, where the Agricultural Exporting Farmers Multipurpose Cooperative Society unveiled processed yam, cassava, and plantain flour packaged for both local consumption and export. He commended the cooperative’s grassroots efforts, announcing that  a new Directorate of Quality Control is in pipeline to ensure standardization for export readiness and the appointment of a consultant to support exporters under the African Continental Free Trade Area (AfCFTA).

Permanent Secretary of the Ministry, Mr. Olajide Mamud Okesade, praised the cooperative for aligning with the State’s diversification agenda, describing the launch as a statement of intent for Oyo State’s leadership in food processing and agro-export. Representatives from key agencies including the Ministry of Agriculture and Rural Development, Nigeria Export Promotion Council (NEPC), Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), and the Bank of Agriculture also commended the cooperative’s structure and compliance, pledging support through funding, technical guidance, and trade facilitation programs.

Representing the Honourable Commissioner for Agriculture and Rural Development, Barrister Olasunkanmi Olaleye, Mrs. Adeniran-Adediran F.O. encouraged the cooperative to maintain formal engagement with the ministry to fully benefit from ongoing reforms and integration into agricultural programs.

Mrs. Bolanle Emmanuel, Oyo State Trade Advisor for NEPC, applauded the cooperative for completing all necessary regulatory steps, confirming its readiness to participate in the African Continental Free Trade Area’s (AfCFTA) Guided Trade Initiative. She emphasized the opportunity for duty- and quota-free trade across Africa under the scheme.

Mr. Senbadejo Olawale, who represented SMEDAN State Manager Mrs. Iyabo Ojogbede, highlighted the cooperative’s qualification for Federal initiatives like the One Local Government One Product (OLOP) and Agro-Processing Development Programme (ADEP), which include access to a financial support scheme with a 30% grant and 70% loan to scale localized production.

Mr. Ajakaiye Idowu from the Bank of Agriculture, Agodi Branch, expressed admiration for the cooperative’s organization and ambition, pledging the bank’s continued partnership in providing growth-enabling tools for export competitiveness.

In a similar development, the state government inaugurated a new board for ANCE Limited at its headquarters in Jericho, Ibadan. Commissioner Adebisi, who led the inauguration, emphasized the importance of reforming cooperative structures to meet present-day realities and investor expectations. He urged the new board to pursue transparency, unity, and result-oriented governance to unlock opportunities in the global export space.

Permanent Secretary Mr. Okesade, representing the State Government, presented tokens of appreciation to the outgoing board for their selfless service, stressing the importance of respectful transitions and institutional memory. He assured the new board of continued Government support in achieving their performance milestones.

Newly elected ANCE President, Chief Kola Olomoyoyo, unveiled a strategic plan to modernize operations, expand value chains, and attract local and foreign investment. He pledged to build on the achievements of his predecessor, Mr. Samson Olagbemi, under whom the cooperative stabilized its cocoa and palm kernel export base and diversified into livestock feed and bottled water production.

With both the launch of value-added agro-products and the inauguration of a revitalized cooperative board, Oyo State is positioning itself as a leader in Nigeria’s agricultural export ecosystem. These initiatives underscore the government’s unwavering commitment to economic growth, food security, and regional trade integration through structured cooperative reforms.

Yesterday, the Oyo State Government averted a potentially catastrophic fire disaster at the Bola Ige International Business Complex (BIIBCO) in Gbagi, Ibadan.

Security officers on duty reported smoke emerging from Shop 332. Upon investigation, they discovered that the source was a spark from an improperly installed solar energy system.

Acting swiftly, the officers alerted the Ministry of Trade, Industry, Investments, and Cooperatives, which promptly contacted the State Fire Service for immediate assistance.

Responding quickly, the Oyo State Fire Service dispatched two fire trucks to the scene. Their rapid action contained the blaze before it could spread to neighbouring shops, minimizing damage and potential losses.

Inspecting the site, Commissioner for Trade, Industry, Investment, and Cooperatives Adeniyi Adebisi confirmed the cause of the incident and praised the Fire Service team for their quick intervention.

He emphasised that their prompt response was crucial in preventing significant damage and protecting lives and property.

Represented by Permanent Secretary Mr. Mamud Okesade, the Commissioner expressed gratitude to Governor Seyi Makinde for his unwavering commitment to emergency management.

He highlighted that the Governor’s proactive leadership has enhanced the State’s emergency response capabilities through improved fire safety measures, regular inspections, and personnel training.

Adebisi announced that the State Government, through the Ministry of Trade, will organise a stakeholders’ meeting to thoroughly evaluate the incident and develop strategies to prevent future occurrences.

He urged business owners to prioritise compliance with safety regulations and implement fire prevention practices to safeguard their businesses and surrounding communities.

In an interview, Babaloja of the Business Complex, Alhaji Mukaila Adebayo commended the fire service personnel for their exceptional efforts.

He acknowledged their professionalism and dedication to ensuring the safety of the complex and its occupants.

The Oyo State Ministry of Trade, Industry, Investment, and Cooperatives, is set to collaborate with the Odu’a Cooperative Conglomerate Limited to tackle challenges faced in locally produced foods in the State.

The collaboration is also expected to encourage efforts to unlock the food value chain for effective transformation.

The Commissioner for Trade, Industry, Investment, and Cooperatives, Adeniyi Adebisi, made this known today during a visit to Odu’a Cooperative Conglomerate Limited, Ilesa, Osun State.

He said the Government will address some issues on irregularities in the exportation of food, and other important issues.

Adebisi said the visit is aimed at evaluating the factory’s operations, exploring exportation opportunities, and assessing the cooperative’s registration status, scope of operation, and product quality.

According to Honourable Adebisi, “The Oyo State Government is committed to promoting agricultural development, food processing, and economic growth in the region. We believe that the Odu’a Cooperative Conglomerate Limited has the potential to play a significant role in achieving this goal.”

He emphasized the need for the cooperative to synergize with the Nigeria Export Promotion Council to promote locally produced foods for international consumption.

The Permanent Secretary of the Ministry, Mr. Olajide Okesade, noted  the need for quality assurance and export destination standard to ease the concept of opening up the local product for exportation.

He encouraged the cooperative to focus on improving product quality, meeting international standards, and obtaining necessary certifications.

The Acting General Manager of the cooperative, Mr. Kayode Oloruntobi, expressed the cooperative’s willingness to collaborate with the Oyo State Government to boost exportation of locally produced foods.

He highlighted the cooperative’s plans to expand its operations, including the establishment of a new factory at Ilaro.

The Odu’a Cooperative Conglomerate Limited is a regional cooperative society formed by the six southwestern states of Nigeria, Oyo, Osun, Ekiti, Ondo, Ogun and Lagos, with the aim of promoting agricultural development, food processing, and economic growth in the region.

The cooperative has undergone significant transformations over the years, including modernizing equipment, improving management practices, and diversifying products.

The visit by the Honourable Commissioner and his team demonstrates the Oyo State Government’s commitment to supporting the growth and development of local industries, with a focus on exportation and economic growth.

The Oyo State Government has pledged it’s support for the Oyo State Chambers Of Commerce, Industry, Mines And Agriculture (OYCCIMA)  on the upcoming proposed trade fair and  the Nigerian Association Of Small Scale Industrialists (NASSI) on  their request  for support to establish an industrial park with solar energy.

Honourable Adeniyi Adebisi, Commissioner for Trade, Industry, Investment and Cooperatives made this commitment  during a courtesy visit by both association to his Office.

The Commissioner acknowledged the importance of collaboration between the Government and private sector in driving economic growth and development, he assured both associations of his ministry’s support and looked forward to working closely with them to achieve their shared goals.

He highlighted the importance of infrastructure development and security in creating a conductive environment for investments to thrive in the State.  The commissioner noted that the Oyo State Government, under the leadership of Governor Seyi makinde, has made significant investments in infrastructure development and security, including the recruitment of additional Amotekun security officers.

The OYCCIMA delegation, led by Dr. Daniel Ggadero, president of OYCCIMA, sought the commissioner’s support and collaboration for the prospective Trade Fair aimed at  promoting businesses and industries in Oyo State. Similarly, the NASSI association, led by Mr. Ogunjide Abraham, NASSI Acting Chairman solicit for help from the State Government to establish an enterprise Zone, which would provide a hub for Industrialists and access to solar energy for constant power supply.

The visit was seen as a significant step in strengthening the partnership between the Government and private sector in Oyo State, and is expected to yield positive outcomes for the State’s economic development.

OYO STATE TRADE GRIEVANCE REDRESS MECHANISM

For ensuring timely and effective resolution of grievances and maintain the trust and confidence in Government institutions, Oyo State Government has deemed it fit to establish a redress mechanism towards trade and other related activities in the State.

In pursuit to the above stride, a Grievance Redress Mechanism was established by the State Government to enables citizens raise grievances with the relevant Ministries Departments and Agencies (MDAs) and seek redress when they perceive a negative impact arising from any government establishment or its services. It is a way to mitigate, manage, and resolve potential or realized negative impacts that may arise from grievance bear by citizens.

The GRM addresses complaints by truckers/transporters and traders for inter-state movement of goods. The State Government has established a framework for redressing trade grievances to promote fair and equitable trade relations, both local and international.

SUBMISSION OF TRADE GRIEVANCES

Any Business, Industry, or Individual (traders, truckers/transporters) may submit a trade grievance to the Trade Grievance Redress Mechanism Committee, relating to an act/omission in respect of collection and payment of the trade-related fees and levies on inter-state movement of goods e.t.c. The verbal or written complaints shall detail the complainant’s name and contact, date of complaints, type of complaint, the description/nature of the grievance, relevant supporting evidence, and the desired resolution. OYO STATE TRADE GRIEVANCE REDRESS MECHANISM

RESOLUTION OF TRADE GRIEVANCES

The Trade Grievance Redress Mechanism Committee shall receive, investigate, and resolve trade grievances filed by citizens, businesses or individual on the following concerning; harassments, unauthorized payment of fees and other in-kind requests.

All complaints shall be resolved within Fourteen (14) working days from the date of receipt of such complaints/grievances and recommend appropriate actions or remedies to resolve disputes following applicable laws.

The aggrieved person(s) when dissatisfied with the TGRM Committee’s decision may file an appeal to the Grievance Redress Appeal Committee at the State Level, which shall hold a hearing and issue a final decision.

The whole process shall be concluded within fourteen (14) working days from the date of filing of appeal.

The Ministry of Trade, Industry, Investment and Cooperatives shall ensure that the report of the activities and the status of trade grievance resolutions are published regularly on the State official website(s) online.
