Oyo State Government Declares EXPOYO 2025 Open, Focuses on Agriculture for Economic Stability and Food Security

The 2025 Oyo State International Trade Fair, EXPOYO, officially opened today with His Excellency, Barrister Abdulraheem Adebayo Lawal, the Deputy Governor of OYo State, representing Governor Seyi makinde at the EXPOYO, permanent international Trade fair Complex, Sango, Ibadan Oyo State. During his address, the Deputy Governor highlighted the theme of this year’s fair, “Achieving Food Security and Economic Stability in Oyo State through Massive Investment in Agriculture,” stressing the importance of food security in tackling poverty. He stated that solving food provision challenges would significantly help in poverty eradication, not just in Oyo State but across the South West region of Nigeria.

“If food is removed from poverty, then poverty is on the way to being solved,” he said. The Deputy Governor emphasized that all stakeholders, including the government, market executives, and traders, must work together to ensure food self-sufficiency. He underscored that without the ability to feed ourselves, there could be no meaningful economic growth or success. He also highlighted the importance of infrastructure—such as security, electricity, and road networks—in facilitating agricultural production, citing the rehabilitation of major roads like the Moniya-Iseyin road to ease the transportation of farm produce.

He further reassured investors about the state’s security measures, stating that despite security challenges across the country, Oyo State remains one of the safest places for investment. “In Oyo State, we can proudly say that our security measures are in place and are better than in many other states,” the Deputy Governor remarked. “We are committed to fighting banditry, kidnapping, and any security threats, ensuring a safe environment for both citizens and investors.” He also stressed that agriculture remains a top priority for Governor Seyi Makinde’s administration.

The Commissioner for Investment, Trade, Cooperatives, and Industry, Honorable Adeniyi Adebisi, echoed the Deputy Governor’s sentiments, further emphasizing the vital role of agriculture in the state’s economic growth and food security. “Agriculture plays a central role in driving sustainable economic growth,” he said. “Our efforts to create policies, improve infrastructure, and foster a favorable business climate will make Oyo State a leading destination for both local and international investment.”

Honorable Adebisi also encouraged exhibitors and business owners at EXPOYO 2025 to take full advantage of the opportunities presented. “This fair is an opportunity to connect with potential partners, share ideas, explore collaborations, and promote your products and services to a wider audience,” he added. “The relationships and partnerships formed here will, I believe, continue to yield fruitful outcomes for years to come.”

In their separate goodwill messages, the National President of the Nigerian Association of Chambers of Commerce, Industry, Mines, and Agriculture (NACCIMA), Otunba Dele Oye, represented by the Director – General, Engr. Sola Obadimu, and the President of Odu’a Chamber of Commerce, Industry, Mines and Agriculture (ODU’ACCIMA) , Alhaji Wasiu Olaleye, also represented by the first Vise President, Hon. Olumide Araoyinbo, commended Governor Seyi Makinde for his unwavering dedication to the economic development of Oyo State and the South-West, they praised the Governor’s steadfastness and courage in enhancing the region’s livability and vibrancy.

The Leaders also called on South-West governors to convene an economic forum aimed at restoring the region’s former prominence in agriculture.

Dr. Daniel Gbadero, President of the Oyo State Council of Chambers of Commerce, Industry, Mines and Agriculture (OYCCIMA) commended the state government for its efforts to address insecurity, while calling for continued focus on rural areas to combat issues like theft of farm produce. He concluded by reiterating that value addition in agriculture would play a crucial role in ensuring food security and economic stability in Oyo State. “The discipline of value addition will secure the future we all dream of—a prosperous, food-secure, and economically stable Oyo State.”

Following these addresses, the Deputy Governor and his entourage inspected the Trade Fair exhibition grounds, engaging with exhibitors and stakeholders.

Oyo Government Engages Stakeholders on Market Security, Organization

The Oyo State Government convened a crucial stakeholders’ meeting to address pressing concerns regarding market security and organization.

Commissioner for Investment, Trade, Cooperatives, and Industry, Honourable Adeniyi Adebisi, highlighted the government’s directive to reinforce market security and reorganize all markets within Oyo State to foster a safer trading environment.

He emphasized that the engagement was a direct outcome of the resolutions made at the State Executive Council meeting on March 4, 2025.

He assured attendees that the government would adopt a structured approach in resolving the ongoing Iyaloja leadership matter, similar to the resolution of the Babaloja issue, by establishing an advisory council.

He encouraged traders to collaborate, exchange ideas, and remain vigilant in detecting suspicious activities.

Commissioner for Local Government and Chieftaincy Matters, Honourable Ademola Ojo, commended the Government’s proactive stance.

He underscored the significance of market organization in distinguishing legitimate traders from miscreants, ultimately strengthening security.

He called on all stakeholders, including local government chairmen, to cooperate with traders in creating a safer and more orderly market atmosphere.

Special Adviser on Security Matters, Retired Commissioner of Police Fatai Owoseni, stressed the importance of collaboration between traders and security agencies to curb rising criminal activities in markets.

Citing incidents such as the Bodija crisis, he urged traders and landlords to enhance surveillance within market premises.

He also pointed out recent fire outbreaks in Ibadan markets, emphasizing that lack of proper organization often exacerbates such disasters.

CSP Fawole Bukola, representing the Commissioner of Police, and Dr. Morohunkola Thomas, Director-General of the Oyo State Mobilization Agency for Socio-Economic Development, echoed the call for enhanced collaboration.

They urged market leaders to maintain close relationships with authorities and promptly report suspicious activities.

Also, Consultant on Data Enumeration, Mr. Dayo Bello, highlighted the importance of accurate data collection and trader registration as a tool for improving security and market organization.

The Permanent Secretary of the Ministry of Investment, Trade, Cooperatives, and Industry, Mr. Olajide Okesade, reinforced the necessity for traders to comply with government policies on market registration.

He also emphasized the importance of sustained dialogue among stakeholders to efficiently address market-related challenges.

Oyo Govt Trains Traders, Artisans On Business Insurance

The Oyo State Government on Monday, trained One Hundred and Eighty Traders and Artisans with prerequisite leadership skills which are significant step to support the growth and development of Traders and Artisans Micro, Small, and Medium Enterprises (MSMEs) in the state.

The Training and Business insurance launch was held at Federal Government Secretariat, Ikolaba Road, Agodi, Ibadan, with participants from the 33 Local government areas in attendance.

This initiative is part of the Oyo State Government’s broader efforts to support MSMEs, traders, and artisans, which are critical to the state’s economic growth.

The Commissioner for Investment, Trade, Cooperatives and industry, Honourable Adeniyi Adebisi during the leadership training program and launch of a business insurance said the initiative was specifically designed for traders and Artisans in the State.

According to the Commissioner, who was represented by the Assistant Director of Trade, Mr. Olawale Olanrewaju, the training program aims to educate traders and artisans on the importance of insurance policies.

He noted that the state government does not want any business to fail in Oyo State and is committed to providing the necessary support.

The Commissioner emphasized that insurance companies now have a regulatory body that supervises them, ensuring that they pay compensation when accidents or permanent disabilities occur.

He said that “the Oyo State Government has also approved a single-digit interest loan scheme for Traders and Artisans in the 2025 budget.”

This flexible loan program requires minimal collateral, making it easier for businesses to access funding, the government aims to provide financial support to businesses, enabling them to purchase necessary tools and equipment.

Babaloja General of Oyo State, Alhaji Y.K. Abass, commended the initiative, stating that “leadership plays a vital role in business success.”

He emphasized the importance of insurance as a shield against unforeseen circumstances, protecting businesses from unplanned expenses and offering a financial cushion.

He expressed gratitude to Governor Seyi Makinde for initiating the training program, which is expected to have a positive impact on the businesses of traders and artisans in Oyo State.

The Babaloja also appreciated the governor’s efforts in providing good road access, employing more workers, and ensuring timely payment of workers’ salaries.

Oyo Gov’t, Odu’a Move To Tackle Food Export Challenges

The Oyo State Ministry of Trade, Industry, Investment, and Cooperatives, is set to collaborate with the Odu’a Cooperative Conglomerate Limited to tackle challenges faced in locally produced foods in the State.

The collaboration is also expected to encourage efforts to unlock the food value chain for effective transformation.

The Commissioner for Trade, Industry, Investment, and Cooperatives, Adeniyi Adebisi, made this known today during a visit to Odu’a Cooperative Conglomerate Limited, Ilesa, Osun State.

He said the Government will address some issues on irregularities in the exportation of food, and other important issues.

Adebisi said the visit is aimed at evaluating the factory’s operations, exploring exportation opportunities, and assessing the cooperative’s registration status, scope of operation, and product quality.

According to Honourable Adebisi, “The Oyo State Government is committed to promoting agricultural development, food processing, and economic growth in the region. We believe that the Odu’a Cooperative Conglomerate Limited has the potential to play a significant role in achieving this goal.”

He emphasized the need for the cooperative to synergize with the Nigeria Export Promotion Council to promote locally produced foods for international consumption.

The Permanent Secretary of the Ministry, Mr. Olajide Okesade, noted  the need for quality assurance and export destination standard to ease the concept of opening up the local product for exportation.

He encouraged the cooperative to focus on improving product quality, meeting international standards, and obtaining necessary certifications.

The Acting General Manager of the cooperative, Mr. Kayode Oloruntobi, expressed the cooperative’s willingness to collaborate with the Oyo State Government to boost exportation of locally produced foods.

He highlighted the cooperative’s plans to expand its operations, including the establishment of a new factory at Ilaro.

The Odu’a Cooperative Conglomerate Limited is a regional cooperative society formed by the six southwestern states of Nigeria, Oyo, Osun, Ekiti, Ondo, Ogun and Lagos, with the aim of promoting agricultural development, food processing, and economic growth in the region.

The cooperative has undergone significant transformations over the years, including modernizing equipment, improving management practices, and diversifying products.

The visit by the Honourable Commissioner and his team demonstrates the Oyo State Government’s commitment to supporting the growth and development of local industries, with a focus on exportation and economic growth.

Oyo State Government Inaugurates Committee on Haulage Matters

Oyo State Government has inaugurated a 10-member committee on haulage matters. The committee is expected to submit a monthly report on the duty delegated to them at the ministry of Trade Industry Investment and Cooperatives, Secretariat, Ibadan and the committee’s primary objective is to ensure seamless and peaceful haulage operations in the state.

Honourable Adeniyi Adebisi, Commissioner for Trade Industry Investment and Cooperatives made this known today during the inauguration of the Committee on haulage matters at the ministry’s conference room while he emphasized the importance of efficient haulage services in facilitating the transportation of finished products from manufacturers to consumers.

He said that the   committee’s efforts will greatly contribute to the overall economic growth and development of Oyo State. The commissioner also urged the committee members to work tirelessly to address the challenges facing the haulage industry in the state.

He said that the committee comprises principals from the Ministry of Trade, Industry, Investment, and Cooperatives, the Board of Internal Revenue, the consultant engaged by the state, and Park Management System principals. This diverse representation is expected to bring a wealth of expertise and knowledge to the committee’s deliberations.

He added that the haulage industry plays a vital role in Oyo State’s economy, particularly in the transportation of finished products from manufacturers to consumers. Oyo Government Reabsorbs Traders into New Bola Ige International Market

The Oyo State Government said it has accommodated former occupants into the redeveloped Bola Ige International Business Complex, New Gbagi, Ibadan.

Commissioner for Trade, Industry, Investment, and Cooperatives, Mr. Adeniyi Adebisi made this known while speaking with journalists in Ibadan on Monday.

He said that the project has been completed, and former occupants have been accommodated in the Government’s share of the project as promised.

He said that the Oyo State Government has demonstrated its commitment to the welfare of traders by ensuring that they are not displaced during the redevelopment process.

According to him, “The Ministry enumerated the present occupants of the project site to accommodate qualified ones among them upon completion of the second phase.”

He added that the Ministry had series of engagements with all stakeholders, including market elders, market executives, zonal leaders and the developers handling the second phase of the international market to benefit everyone and as well be on the same page.

“However, it is essential to note that no single trader has come forward to the complain about the project or the developer. This suggests that the majority of traders are satisfied with the Government’s initiatives and are eager to benefit from the redevelopment” he said.

The Commissioner reiterated that the Oyo State Government has a proven track record of supporting traders and business owners, which include the provision of infrastructure, access to finance, and training programmes.

He added that these efforts have contributed significantly to the growth and development of businesses in the State while traders are not left behind in the development process, urging those who are yet to benefit from the Government’s initiatives to come forward and engage with the Ministry.

Hon. Adebisi underscored the State Government’s dedication to economic development and trader’s empowerment through the redevelopment of the Bola Ige International Business Complex.

OYSG Pledges Support  For OYCCIMA / NASSI On Trade Fair And Industrial Park

The Oyo State Government has pledged it’s support for the Oyo State Chambers Of Commerce, Industry, Mines And Agriculture (OYCCIMA)  on the upcoming proposed trade fair and  the Nigerian Association Of Small Scale Industrialists (NASSI) on  their request  for support to establish an industrial park with solar energy.

Honourable Adeniyi Adebisi, Commissioner for Trade, Industry, Investment and Cooperatives made this commitment  during a courtesy visit by both association to his Office.

The Commissioner acknowledged the importance of collaboration between the Government and private sector in driving economic growth and development, he assured both associations of his ministry’s support and looked forward to working closely with them to achieve their shared goals.

He highlighted the importance of infrastructure development and security in creating a conductive environment for investments to thrive in the State.  The commissioner noted that the Oyo State Government, under the leadership of Governor Seyi makinde, has made significant investments in infrastructure development and security, including the recruitment of additional Amotekun security officers.

The OYCCIMA delegation, led by Dr. Daniel Ggadero, president of OYCCIMA, sought the commissioner’s support and collaboration for the prospective Trade Fair aimed at  promoting businesses and industries in Oyo State. Similarly, the NASSI association, led by Mr. Ogunjide Abraham, NASSI Acting Chairman solicit for help from the State Government to establish an enterprise Zone, which would provide a hub for Industrialists and access to solar energy for constant power supply.

The visit was seen as a significant step in strengthening the partnership between the Government and private sector in Oyo State, and is expected to yield positive outcomes for the State’s economic development.

OYO STATE TRADE GRIEVANCE REDRESS MECHANISM

For ensuring timely and effective resolution of grievances and maintain the trust and confidence in Government institutions, Oyo State Government has deemed it fit to establish a redress mechanism towards trade and other related activities in the State.

In pursuit to the above stride, a Grievance Redress Mechanism was established by the State Government to enables citizens raise grievances with the relevant Ministries Departments and Agencies (MDAs) and seek redress when they perceive a negative impact arising from any government establishment or its services. It is a way to mitigate, manage, and resolve potential or realized negative impacts that may arise from grievance bear by citizens.

The GRM addresses complaints by truckers/transporters and traders for inter-state movement of goods. The State Government has established a framework for redressing trade grievances to promote fair and equitable trade relations, both local and international.

 

SUBMISSION OF TRADE GRIEVANCES

Any Business, Industry, or Individual (traders, truckers/transporters) may submit a trade grievance to the Trade Grievance Redress Mechanism Committee, relating to an act/omission in respect of collection and payment of the trade-related fees and levies on inter-state movement of goods e.t.c. The grievances may be filed electronically, by mail via oyostateirs@gmail.comor in person at the Ministry of Trade, Commerce and industry or via our functional telephone line (helplines-09034423126, 07012990552) or download the Grievance Redress Form

The verbal or written complaints shall detail the complainant’s name and contact, date of complaints, type of complaint, the description/nature of the grievance, relevant supporting evidence, and the desired resolution. OYO STATE TRADE GRIEVANCE REDRESS MECHANISM

 

RESOLUTION OF TRADE GRIEVANCES

The Trade Grievance Redress Mechanism Committee shall receive, investigate, and resolve trade grievances filed by citizens, businesses or individual on the following concerning; harassments, unauthorized payment of fees and other in-kind requests.

All complaints shall be resolved within Fourteen (14) working days from the date of receipt of such complaints/grievances and recommend appropriate actions or remedies to resolve disputes following applicable laws.

The aggrieved person(s) when dissatisfied with the TGRM Committee’s decision may file an appeal to the Grievance Redress Appeal Committee at the State Level, which shall hold a hearing and issue a final decision.

The whole process shall be concluded within fourteen (14) working days from the date of filing of appeal.

The Ministry of Trade, Industry, Investment and Cooperatives shall ensure that the report of the activities and the status of trade grievance resolutions are published regularly on the State official website(s) online.
